Government of Maharashtra has brought an amendment to the Maharashtra Regional and Town Planning Act 1966 & brought into existence a nodal agency SRA (Slum Rehabilitation Authority) to provide single window clearances to its ambitious Slum Rehabilitation Program.

SRA’s responsibilities include...

  • To survey and review existing positions of slum areas in Greater Mumbai.To survey and review existing positions of slum areas in Greater Mumbai.
  • To formulate plans for rehabilitation of slum areas.
  • To get the slum rehabilitation scheme implemented.
  • To perform various other tasks that are necessary for achieving the objective of rehabilitation

Need for Slum Rehabilitation

It is estimated that more than 55 per cent of Mumbai’s population lives in the slums. To improve the condition of slum dwellers, the government of Maharashtra appointed a committee chaired by the chief secretary of Maharashtra, in 1995.

The Committee conducted a study that found that the slums and hutment dwellers of unauthorised structures form an integral part of Mumbai. As per the committee, They have a share in building and maintaining the commercial, industrial and economic importance of Brihan Mumbai, or Greater Mumbai. It is imperative to enhance their standard of living by uplifting the slum and hutment dwellers from their present levels, cross-subsidisation of the cost of their dwelling units, and allotting them free residential units.

  • Slum dwellers who have been residing in the respective tenements prior to 1995 to get official status.
  • Eligible slum dwellers to get free apartments with necessary amenities, like water, electricity, and sewage.
  • The rehabilitation programme to be supported by a competent authority, the Slum Rehabilitation Authority (SRA), under a “single-window” clearance system.
  • The rehabilitation programme to be implemented through Public Private Partnership (PPP) and to be designed in such a manner that the private companies invest money in return for commercial benefits from the special FSI concessions given to them under this programme. In this manner, private and government agencies could work together for the social upliftment of the slum dwellers and thus help in reconstructing the city and in turn build a new India.
